Understanding RCMS Verification
The Responsible Care Management System (RCMS) is the management system component of the American Chemistry Council's Responsible Care® initiative. RCMS verification is a rigorous third-party audit process that evaluates whether your organization has implemented an effective management system covering all six Responsible Care® codes: Community Awareness and Emergency Response, Security, Distribution, Employee Health and Safety, Pollution Prevention, and Process Safety.
For ACC member companies, RCMS verification is mandatory. The verification cycle typically operates on a three-year schedule, with the audit examining your headquarters and a representative sample of facilities. The results are reported to the ACC and influence your company's standing within the Responsible Care® program.
What Happens During an RCMS Verification Audit
The RCMS verification process follows a structured approach:
• Stage 1 — Off-Site Document Review: Before the on-site visit, our auditors conduct a thorough review of your RCMS documentation including your management system manual, policies, procedures, and records. This first gate identifies any significant documentation gaps that need to be addressed.
• Stage 2 — On-Site Verification: The auditor visits your headquarters and a sample of facilities. Using a plan-do-check-act methodology, we verify that what your documentation says matches what actually happens on the plant floor. This includes observation of operations, review of records, and extensive interviews.
• Employee Interviews: A critical component. We interview employees at all levels — from senior leadership to front-line operators — to gauge understanding and commitment to Responsible Care® principles.
• Final Report: A detailed verification report documenting findings, observations, and opportunities for improvement.
Preparing for Success
The key to a successful RCMS verification is preparation. We recommend beginning your preparation at least three months before the scheduled audit. This includes conducting a thorough internal gap analysis, ensuring all documentation is current and accessible, briefing key personnel on the audit process, and verifying that recent corrective actions are fully implemented and documented.
